三是健農(nóng)業(yè)產(chǎn)業(yè)鏈利益聯(lián)結(jié)機(jī)制,圍繞寧夏米、肉牛、灘羊、枸杞等特色優(yōu)勢產(chǎn)業(yè),鼓勵、合作社等新型經(jīng)營主體,通過訂單生產(chǎn)、產(chǎn)供銷對接、釋放財產(chǎn)收入紅利。是深化農(nóng)村集體產(chǎn)權(quán)制度改革,加快農(nóng)村承包地、林地、草原、“四荒地”、宅基地、農(nóng)房、集體建設(shè)用地等確權(quán)登記頒證,實行農(nóng)村土地所有權(quán)、承包權(quán)、經(jīng)營權(quán)分置并行,繼續(xù)推進(jìn)平羅縣農(nóng)村土地征收、集體經(jīng)營建設(shè)用地入市、宅基地制度改革試點(diǎn),有序推進(jìn)農(nóng)村經(jīng)營資產(chǎn)股份合作制改革,有效維護(hù)進(jìn)城落戶農(nóng)民的土地承包權(quán)、宅基地使用權(quán)、集體收益分配權(quán)。二是激發(fā)農(nóng)村資源資產(chǎn)要素活力,鼓勵農(nóng)村集體經(jīng)濟(jì)組織與工商資本合作發(fā)展民宿經(jīng)濟(jì)等新型商業(yè)模式,因地制宜采取資源開發(fā)利用、統(tǒng)提供服務(wù)、物業(yè)管理、混合經(jīng)營、異地置業(yè)等多種實現(xiàn)形式,壯村級集體經(jīng)濟(jì)實力。
